Oracle has officially launched its European Union (EU) Cloud Sovereign regions, fulfilling its commitment to provide data privacy solutions for EU-based enterprises.
The regions aim to address the data protection needs of both private and public sector organisations within the EU. With these cloud regions, Oracle offers EU customers access to its full range of public cloud services… All the while ensuring control over data privacy and sovereignty.
The company emphasised the suitability of the Oracle EU Sovereign Cloud for digital businesses operating in regulated industries such as healthcare, finance, telecommunications, and the public sector. Workloads that fall under EU guidelines, including the General Data Protection Regulation (GDPR), can now be migrated to the cloud.

Delivering on the promise
Oracle had announced its plans to establish EU Sovereign Cloud regions in July 2022. Germany and Spain were chosen as the first locations. Richard Smith, Executive Vice President for Technology in Europe, Middle East, and Africa (EMEA) at Oracle, highlighted the changing regulatory landscape. He also underlined the growing importance of data protection as key drivers behind this decision. The EU Cloud Regions are situated in Frankfurt and Madrid. Both are owned and operated by EU legal entities under Oracle’s ownership. The running of these regions is restricted to EU-based employees, ensuring compliance with data residency and security requirements.
Oracle’s EU Sovereign Cloud offers a separate infrastructure from its commercial cloud regions, with no backbone network connection between them. Customer access to the Oracle EU Sovereign Cloud is managed independently from access to the commercial regions.

Positive reception
This setup aligns with the cloud strategies of governments and organisations. This was highlighted by Jarkko Levasma, the government CIO and director general of the Ministry of Finance of Finland:
“This will open up possibilities to adopt infrastructure, platform, and software as a service in Finland for the government,”
Rahiel Nasir, Associate Research Director for the European cloud practice at IDC, pointed out the ongoing demand for public cloud services capable of hosting critical workloads while complying with data protection rules. Sovereign cloud services like Oracle’s EU Sovereign Cloud provide enterprises with greater control and protection over their data assets, helping them adhere to data residency rules and regulatory requirements. This allows organisations to leverage the benefits of cloud and digital transformation while ensuring data security and compliance.
Oracle’s EU Cloud Sovereign regions demonstrate the company’s commitment to meeting the specific needs of EU-based customers by providing robust data privacy solutions and facilitating cloud adoption in regulated industries.
