Agreement reached among key nations
France, Germany, and Italy have agreed on artificial intelligence regulation. A joint paper reveals their stance, expected to hasten discussions at the European level. This agreement supports “mandatory self-regulation through codes of conduct” for foundational AI models. It marks a significant step in defining AI’s regulatory framework in Europe.
Focus on application, not technology
The paper emphasizes regulating AI’s application rather than the technology itself. “The inherent risks lie in the application of AI systems,” it states. This approach is echoed by Germany’s Economy Ministry and the Ministry of Digital Affairs, underscoring the need to oversee AI’s use, not its inherent technology. Digital Affairs Minister Volker Wissing expressed satisfaction with the agreement, focusing on application limits.
Self-regulation and model cards
Foundation model developers are required to create model cards. These cards must detail the functioning, capabilities, and limits of the AI model, adhering to community best practices. An AI governance body is proposed to develop guidelines and monitor model card applications. Initially, the agreement suggests no sanctions but leaves room for future punitive measures for code violations.
Balancing innovation and control
State Secretary for Economic Affairs Franziska Brantner emphasized balancing opportunities and risks in uncharted technological and legal landscapes. The German government, hosting a digital summit in Jena, will discuss AI among other topics. AI will also feature in upcoming German-Italian government talks in Berlin.

This agreement comes as nations worldwide, including Britain with its first AI safety summit, seek to harness AI’s economic benefits while mitigating risks. The European Commission, European Parliament, and EU Council are currently negotiating the bloc’s stance on AI, with this trilateral agreement likely influencing the direction of these talks.
